Description of problem:
No English double quotes "" displayed as on the 'Assign a Subscription' page of CFSE user guide.

Steps to Reproduce:
1. Open /docs/en-US/CloudForms/1.1/html/System_Engine_User_Guide/Assign_a_Subscription.html page
2. See Note section.
It takes up to 4 hours for the subscription status on the RHSM client system to be updated. If the subscription status needs to be updated immediately, run the â??subscription-manager refreshâ?? command on the system.
â??subscription-manager refreshâ?? should be "subscription-manager refresh"
getting rid of 6.0.0 version since that doesn't exist
