End up upgrade script prompts/mentions (re)start services that were stopped at the beginning of the upgrade process. This bug fix prompts the user to run 'aeolus-service-start'. This fis is implemented in case the user needs to undertake other actions prior to re-enabling CloudForms.

It would be a better customer experience if our upgrade script prompted the user and asked if they wanted to (re)start the services that were stopped at the beginning of the upgrade process.

At the very least we should mention the user needs to run 'aeolus-service start'

Per Mitch, the desire is to mention the user needs to restart (in case they have other actions they wish to take prior to re-enabling aeolus services).

I wonder if it is worth mentioning in the output something about logging out of browser sessions pursuant to BZ860564
