The split is more about dependencies than the size of the libs themselves: rpm-build-libs drags in numerous dependencies that aren't required by rpm(-libs), like gnupg2 (+ all its dependencies) and file-libs. It is certainly fairly academic: rpm-python and at least yum-utils would have to be split up into build vs other parts too to avoid dragging the build+sign dependencies everywhere. But then, those build+sign-dependencies are things that will get installed on a normal Fedora system anyway...
