rsyslog isn't a gigantic package at 2.5M on disk, but over half of that is docs. That's one of the bigger documentation packages in the cloud image, and since not installing the documentation using rpm magic presents a technical challenge, at least splitting out the bigger packages saves a little space.
I guess by "rpm magic" you mean the --excludedocs rpm option which can help in this case. I'll go ahead and do the split in rawhide with the next update.

This bug appears to have been reported against 'rawhide' during the Fedora 19 development cycle. Changing version to '19'.
