Description of problem:
"seapplet", the systray applet for the selinux troubleshooter, does not appear in the cinnamon tray.  When I run the seapplet command in terminal it outputs no messages, and I sadly don't know how to debug this further.

sorry to waste your time.  I realize the icon only shows up when there is an AVC denial, and it does actually work.
