Your steps to reproduce don't work here, mate-terminal works as expected.
The problem is libmate a missing run-time dependency. I am trying to use mate-terminal, not as part of the MATE desktop, but as an alternative to gnome-terminal.
Use nemo instead yum install nemo nemo-open-terminal
