Steps to Reproduce:
1. Create VM from Template
  
Actual results:
Template in “locked” state
Can't create another VM (parallel) from this template, during Template have “locked” state.

Expected results:
Template should be in “read only” state
Can create parallel VM's from same Template
Don't locked template via VM creation.
