Expected result: Oyranos is available in the latest version provided by upstream.

Well, after looking into this update, it sounds like that there is too much work to make this update build for me. @Jaroslav, please request ACL for oyranos and icc_examin (eventually). I let you make this update.
FYI, 0.4.0 is currently FTBFS in rawhide, but not f19, so this would be a great time to do this. Let me know if I can help.

oyranos in Rawhide fails to build early. Its configurator reports several errors about missing/old build requirements. oyranos-libs would be needed to rebuild ufraw.

Oyranos 0.9.x is a requirement for Kolor Manager, and without Kolor Manager, we have a significant functionality decrease (KDE color correction doesn't work). Kolor Manager does not need a calibration utility, since it can use the color correction data that comes through EDID, so, it's important for Fedora that this ṕackage is updated, soon.

I was able to compile and install the Oyranos Rawhide SRPM in F20 after upgrading libXcm to the version in Rawhide, and installing and compiling the Elektra SRPM designed for EPEL 7. Should I rebuild something else? BTW, Kolor Manager seems to be a different story, it does not compile.
