Cause: Due to the way we organized rtctl configuration file selection, if there is not a rtgroups config file for a specific kernel nor for the general version (say 3.2, 3.4 or 3.6) the default config file, written for kernel 2.6.33.9-rt, will be used. Consequence: chrt error messages could be sent to the console and some threads could have unusual priorities on 3.{2,4,6}-rt kernels. Fix: Create a per-kernel version rtgroups config file. Result: Eliminates the chrt error messages and defines default kthread priorities for each kernel.

Description of problem:

Due to changes in how the realtime kernel handles kthread priorities, we need to have per-kernel rtgroups files for rtctl. 

Add the files:

    /etc/rtgroups-3.2
    /etc/rtgroups-3.4
    /etc/rtgroups-3.6

No rules are defined in these files (i.e. take the default behavior of the kernel)
