Description of problem:
Macro %scl_files in macros.scl creates a complete directory structure under /opt/rh/%{scl}/root, but most of the directories have invalid selinux contexts.

Steps to Reproduce:
1. build a metapackage with scl-utils, that uses %scl_files macro to init the directory structure
2. install it
3. cd /opt/rh/%{scl}/root
4. ls -Z
  
Actual results:
Most of the directories have invalid selinux context. Note that due to some default politics in /etc/selinux/targeted/contexts/files/file_contexts, directories /bin, /sbin, /lib, /lib64, /usr have appropriate context, but all of the other directories don't, they have "system_u:object_r:usr_t:s0, which isn't appropriate.

Expected results:
The directory structure under /opt/rh/%{scl}/root has valid selinux context
