There is a minor glitch in the UI, "Yes" button should be on the right side, and "No" should be on the left side, to conform to GNOME interface guidelines. But as you can see from the log, I hit the correct button.
This bug is probably caused by inconsistency of abrt/libreport translations. I can't reproduce it with english localization.
No matter what I respond, whether YES or NO (the text log mirrors what I clicked in GUI), it always downloads the packages. What log file do you want?
I can confirm this works well if I set LC_ALL=en_US.UTF-8. With cs_CZ it behaves as described.
