I suppose it needs the mate-panel updates also.

I removed mate-utils and then I was able to update mate-panel and now everything works. (Except, obviously, I'm missing some utilities.)
I'm in the process of rebuilding the package for F17.

The new package (comment 22) has a conflict: Transaction Check Error: file /usr/bin/mate-system-log from install of mate-utils-1.4.0-5.fc17.x86_64 conflicts with file from package mate-system-log-1.4.0-3.fc17.x86_64 file /usr/share/applications/mate-system-log.desktop from install of mate-utils-1.4.0-5.fc17.x86_64 conflicts with file from package mate-system-log-1.4.0-3.fc17.x86_64 I removed mate-system-log and then mate-utils installed ok. The mate-utils package should have an 'Obsoletes: mate-system-log' in the spec (if it truly obsoletes it)
Package mate-utils-1.4.0-5.fc18: * should fix your issue, * was pushed to the Fedora 18 testing repository, * should be available at your local mirror within two days. Update it with: # su -c 'yum update --enablerepo=updates-testing mate-utils-1.4.0-5.fc18' as soon as you are able to, then reboot. As of Dec. 12th 2012, I've run into this bug (and I just did an update over the weekend of about 400 packages, I assume MATE was one of the things to get updated. The only reason I was able to figure MATE crashing when I logged in was because abrt notifified me when I switched back to LXDE for now, just to get a GUI. Thankfully, none of my other WM's are broke. The long and the short of this is it appears that MATE-1.5.x is still broke and it's been far longer then 2 days since the last update. Is there a fix for this?
You still get the crash immediately after updating, with the old version still running. Just reboot and try MATE again. Works For Me™ anyway.
A reboot makes things worse. mate-panel crashes and restarts instantly upon login, only way to stop it was to ctrl+alt+backspace to the login screen and swiched back to LXDE for now. What's next?

I can log into mate now, but mate-panel crashes and restarts very quickly. Making the WM unusable and my poor cursor goes off into seizure-land till I reset X. I can use my laptop, but w/ a different WM (fluxbox/LXDE/Gnome3 (ICK!)) for now.
OK, so .. MATE works (and the world is right again) ... but there is a problem. When I log in, no more seizures, but I got a completely reset desktop. All of my customizations are gone :(

All of my customizations are gone :( I suppose this issue belongs in a new bug, but in the meantime, following up on discussion in #mate tonight: In order for user settings to be carried over from MateConf to GSettings, .convert files need to be provided by each transitioning package. The .convert files are 1:1 mappings of GSettings to MateConf keys, and are used by mateconf-gsettings-data-convert(1), which is launched by the session manager on startup (via .desktop file in /etc/xdg/autostart). Unfortunately, it seems that these files have not been added to packages. This needs to be done ASAP and IMO should be considered a BLOCKER for 1.5/1.6 in Fedora stable. Here is an example of what needs to be done: https://github.com/cygwinports/mate-image-viewer/commit/52ec275 This also means that, despite being deprecated, mate-conf MUST be shipped (with gsettings support) as part of @mate-desktop for the foreseeable future.
Comment #36 confirms that the original issue is fixed. Comment #37 is being addressed upstream.
