engine logs

Description of problem:
---------------------------------------
Consider a cluster such that all the servers in it are DOWN. For a volume in this cluster, when trying to add or edit a volume option the dialog box hangs.

The following is seen in the engine logs -

1. For a volume, click on the Volume Options sub-tab.
2. Click on Add(or Edit) button.
  
Actual results:
The dialog box hangs.

Expected results:
A proper message should be displayed to the user that none of the servers are in UP state.
