The RPM for cups says that various files are supposed to be owned by lp, but 
when cups starts up it changes their ownership to root.  Either the startup 
needs to be fixed not to do that, or the RPM needs to be fixed to reflect the 
correct ownership.  See also bug 59021, a previous manifestation of the same 
problem.
