What's the best way to handle this? I'm unsure if rubygem-launchy was there first, or if it was not. Should I just add a conflicts: launchy to the spec?

What is the status of the launchy package? Is it maintained? Is it working? Quite old piece of SW ...
It hasn't been updated for quite some time, but it works just fine. There's nothing wrong with it.
However, it's a GUI launching tool by default bound to CTRL+ENTER, if you have a conflict in /usr/bin I think you can move it to /usr/libexec or even rename it because people are not using it that way. This may break people's autostart scripts tho. Also make sure that /usr/share/applications/launchy.desktop gets replacement too.
