Build: uudeview-0.5.20-24.fc19.src.rpm

uulib-devel
    contains only static libraries,
    but no virtual -static package is provided

The specfile has been changed a few weeks ago and just a few minutes after you opened the bug the changes have been reverted:

+Provides:       uulib = %{version}-%{release}
+Provides:       uulib-static = %{version}-%{release}
+Obsoletes:      uulib < 0.5.20-11
+Obsoletes:      uulib-static < 0.5.20-16

With following changelog:

Revert the change of removed Obsoletes/Provides in -23 release
