Description of problem:

The OpenShift Enterprise User Guide does not have any instructions on how to actually install the rhc client tools. It just starts up with configuration instructions, as if the tool had already been installed. The Deployment Guide previously had a reference about the UG having such instructions, but it did not. 

BZ913300 introduced a temporary workaround for now by changing the DG's reference to point to the OpenShift Online Getting Started Guide instead, which at least had most of the instructions, though some are Online-specific. This BZ is about getting the UG to actually list the instructions with OSE-specific details, then we can go back and update the reference in the DG so a reader doesn't have to hop between different products to get all of the information they need.
