In the guided entry page, non active values are displayed.

1. Visit https://bugzilla.redhat.com/enter_bug.cgi?format=guided&product=Bugzilla
  
Actual results:
Non active values are shown. For example, the version list contains versions earlier than 4.2

Expected results:
Drop down values in this page should honor the 'enabled for bugs' value where available.
