Description of problem:

When live storage migration of stateless VM fails, UI does not report about it in the event log

Version-Release number of selected component (if applicable):

rhevm-backend-3.2.0-10.14.beta1.el6ev.noarch
vdsm-4.10.2-11.0.el6ev.x86_64

How reproducible:
100%

Steps to Reproduce:  in a 2 (or more) storage domains setup:
1. Create stateless VM with disk(s) and run it
2. action live storage migration of the stateless vm
3. operation will fail with:

CanDoAction of action CreateAllSnapshotsFromVm failed. Reasons:VAR__ACTION__CREATE,VAR__TYPE__SNAPSHOT,ACTION_TYPE_FAILED_VM_RUNNING_STATELESS
  
Actual results:
when operation is failing, there isn't a warning about it in the event log


Expected results:
when operation is failing, the user should be warn about it in the event log

By design we do not write events from canDoAction.
The operation failed properly.

discussed with Ayal, Engine should report about failed CanDoAction in the event log. RFE has been opened BZ# 926974.

LiveMigrateDisk(s) should also have a CDA about stateless VMs.
