persist command does not work on /etc/hosts file after reboot.

Description of problem: Unable to make changes to the /etc/host file then persist it and have the file stay persisted after a reboot on Red Hat Enterprise Virtualization Hypervisor release 6.4 (20130318.1.el6_4). Version-Release number of selected component (if applicable): Red Hat Enterprise Virtualization Hypervisor release 6.4 (20130318.1.el6_4) How reproducible: Very Steps to Reproduce: 1. Install Red Hat Enterprise Virtualization Hypervisor release 6.4 (20130318.1.el6_4) 2. Modify /etc/hosts 3. persist /etc/hosts 4. reboot 5. changes are not saved. Actual results: Changes to /etc/hosts are lost after a reboot. Expected results: Changes should show up after a system reboot. Additional info: I had a lab hypervisor that has the bellow release on it and I was able to presist the /etc/hosts file successfully. /etc/redhat-release Red Hat Enterprise Virtualization Hypervisor release 6.3 (20121212.0.el6_3) Updated to /etc/redhat-release Red Hat Enterprise Virtualization Hypervisor release 6.4 (20130318.1.el6_4) Unable to persist the /etc/hosts file but able to persist /config/etc/hosts.
I can persist other files fine just not /etc/hosts.
