Description of problem:
When quota is in disabled mode and then it is switched to audit or enforced, the AssignQuota button is not shown. It appears when admin log out and log in.

How reproducible:
always

Steps to Reproduce:
1. Have DC in Disabled quota mode.
2. Set DC quota mode to audit or enforced.
3. Check disks tab, if there is AssignQuota button, next to Copy button.
  
Actual results:
There is no AssignQuota button.

Expected results:
There is AssignQuota button.
