Description of problem:
SELinux is preventing /usr/sbin/iw from 'create' accesses on the netlink_socket .

If you believe that iw should be allowed create access on the  netlink_socket by default.
Then you should report this as a bug.
You can generate a local policy module to allow this access.
Do
allow this access for now by executing:
# grep iw /var/log/audit/audit.log | audit2allow -M mypol
# semodule -i mypol.pp

could you run

# semanage permissive -a tuned_t

re-test it and execute

# ausearch -m avc -ts recent

to catch all AVC msgs. Thank you.
