Related to Bug 757144

There are certain values that we record in epoc time, like for example when a cache was last refreshed or when a process was ran. We'd like support to monitor if the *recency* of this value was within a certain time window.

There may be a need to monitor future dates as well, although I can't think of any concrete examples at the moment.
