I'm getting similar messages on F19, F20 and Rawhide. Also, on F19, when I looked at /use/lib/locale/, I noticed a locale.archive file that the file command tells me is a PDP-11 executable, not stripped. There is also an empty file, locale.archive.tmpl, in that directory. I suspect that the presence of those files suggests that the translations are somewhat old.
