The spax binary rpm is introduced as part of star source package from its build 1.5.2-2 release. However, it looks like this build is never pushed to updates-testing repository and now today there is a new build available 1.5.2-4 on koji. Here is a star package update link https://admin.fedoraproject.org/updates/star-1.5.2-4.fc19. Once this gets pushed to updates-testing repo, above error will go.

As this is temporary issue caused by wrong timing of updates, I'll close it current release once the pax/star update will get into testing.

Correct version is now in F19 stable, wrong one was only in testing for a while. Closing this one as CURRENTRELEASE. Feel free to reopen, if you still experience the issues with spax requirement.
