Description of problem:
Trying to start a VPN tunnel using L2TP IPsec VPN Manager 1.0.8. libreswan has recently replaced openswan where there were no problems
SELinux is preventing /usr/bin/mkdir from 'create' accesses on the directory pluto.

If you believe that mkdir should be allowed create access on the pluto directory by default.
Then you should report this as a bug.
You can generate a local policy module to allow this access.
Do
allow this access for now by executing:
# grep mkdir /var/log/audit/audit.log | audit2allow -M mypol
# semodule -i mypol.pp

* should be available at your local mirror within two days.
Update it with:
