Description of problem:
I saw this warning today:

W: [pulseaudio] caps.c: Normally all extra capabilities would be dropped now, but that's impossible because this Pulseaudio was built without libcap support.

Seems like a new optional dep for pulseaudio4.

pulseaudio-3.0-10.fc19 has been submitted as an update for Fedora 19.
