Description of problem:
When searching job via command line through param tag, it will list all the jobs but not the specified jobs.

Version-Release number of selected component (if applicable):
beaker-0.12.1-1.git.189.1800e81.el6eng.noarch
beaker-client-0.12.1-1.git.189.1800e81.el6eng.noarch

How reproducible:
always

Steps to Reproduce:
1.bkr job-list --tag active
2.bkr job-list --tag 120days

Actual results:
List all the jobs in the job list.

Expected results:
Only list the jobs which has the related tag.

Additional info:
Can successfully search jobs via tag through Web UI.
