1) Select a component in SY editor, show window Properties
2) Go to Transaction Policy tab - choose None (albeit the value is alread at None, still choose it explicitly)
3) Save switchyard.xml
4) A switchyard.xml now contains requires="None" on a implementation element
Such a value is not supported by the SY runtime and the server startup will fail. The correct value would be empty string and if the element requires would be completely empty, then it has to be removed

The issue is not present for setting a transaction policy on service, only on implementation
