Fails to install bootloader when using kickstart with no storage configuration

Similar to bug 895693, for a long time I've been using a simple kickstart file without any storage settings. I reuse the same kickstart on several different virtual and physical machines, so I always configure the storage by hand.
With my kickstart file (attached), I always end up with an install without a bootloader. From storage.log:
INFO blivet: user specified that bootloader install be skipped
I tried fixing it by hitting ctrl-alt-F2, and running
# chroot /mnt/sysimage
# grub2-install /dev/sda
Which at least got Grub to boot. I then booted the installer again, chrooted into the installed OS, and ran
# grub2-mkconfig -o /boot/grub2/grub.cfg
Which finally allowed me to boot all the way into the installed OS.
I was testing with F19 TC3.

This appears to work correctly with Fedora 21.
