[RHSC] Cluster Compatibility Version version should default to the latest version

Description of problem:
When creating a new cluster, the default Comparability Version should be the latest and not the first version.
Currently, when creating a cluster (Big Bend release) the comparability version defaults to 3.1, and not 3.2, but should default to 3.2.

This would be taken up in RHSC future release
