Description of problem:

Rest API is missing event notification support:

Event notification is a service which run on RHEVM and it is responsible to send email notifications to users / groups when specific event occur.

There are many events user can select to be notified upon occurs:
1- Host events like host unresponsive, switched to maintenance...etc
2. Vm Events like HA is rebooted ... 
3. Storage events
4. gluster
5. data warehouse

Expected results:
API support in to have the ability to control such events using scripts and for automatic testing

we'll need to close this gap for the ui over rest api change, but i don't think we need to track this stand alone.

Event notification has got mature but there's still now way to subscribe event notification for user via restapi. So reopening this one to make it happen.

Oved - if we are not going to implement it for 4.x, do we have any intentions for next versions? If not, please CLOSE-WONTFIX.
