This shouldn't happen if ibus-config process (ibus-dconf or
ibus-gconf) is properly running. Maybe something wrong in your ibus installation?
Added an error check on startup:

Package libkkc-0.2.6-1.fc19, ibus-kkc-1.5.16-1.fc19:
