NetworkManager incorrect display status of connection withous IP. If the interface has no IP address (for example a part of bridge) sttaug of it not changing from "connecting (getting IP configuration)" to "connected".

How reproducible:
always

Steps to Reproduce:
1. Create a bridge configuration 
/etc/NetworkManager/system-connections/br
[connection]
id=br0
uuid=529f4b86-589b-4934-9e50-e6f20c43161c
type=bridge

[ipv6]
method=ignore

[ipv4]
method=manual
address1=10.66.1.2/26,10.66.1.33

[bridge]
interface-name=br0
stp=false

/etc/NetworkManager/system-connections/p21p1

2. Start NetworkManager
3. See output of nmcli d

Actual results:
State of device not changing correctly

Expected results:
Device without IP can be connected !!!!

Fedora 21 all work as expected
