Description of problem:
All SMTP servers in Fedora should have a virtual provides for "server(smtp)". sendmail and postix already have it and it will become more important if/once we remove sendmail from the default install as suggested in https://fedoraproject.org/wiki/Changes/NoMoreSendmail

It seems the correct provide is already there:

$ grep -m 1 -i provides: exim.spec 
Provides: MTA smtpd smtpdaemon server(smtp)

$ repoquery -q --provides exim | grep 'server(smtp)'
server(smtp)

I checked f18 and rawhide.
