Description of problem:
Change the cartridge vendor in manifest file to "IBM", try to create applications with this cartridge url specified via RESTAPI will throw "Error in cartridge url - 'IBM' does not match pattern /\\A[a-z0-9](?:[a-z0-9_]*[a-z0-9]|)\\z/.: 'Cartridge-Vendor'"

1.Prepare an cartridge url 
2.Change the cartridge vendor in manifest file to "IBM" 
3.Try to create applications with this cartridge url specified via RESTAPI
