Description of problem:
upgrade from 3.2.2 to 3.3 beta fails at
File "/usr/share/ovirt-engine/setup/bin/../plugins/ovirt-engine-setup/legacy/firewalld.py", line 59, in _misc
AttributeError: type object 'NetEnv' has no attribute 'FIREWALLD_DISABLE_SERVICES'

How reproducible:
3.2 setup in latest F19, *not* using firewalld

It seems that on your system otopi was not aligned to ovirt-engine.
FIREWALLD_DISABLE_SERVICES is an otopi constant in NetEnv, available from commit
c4c4c66f40534479cd70880dc4b42c8858d8be4e
I think that the otopi in beta was not aligned with ovirt-engine.
It works for me on nightly repository.
Can you check again on your system using nightly instead of beta?
