Description of problem:
Pre-allocated disks in RHEV 2.2 are exported to export domain as thin-provisioned disks.

Version-Release number of selected component (if applicable):
RHEV-M 2.2.52998

How reproducible:
Always.

Steps to Reproduce:
1. Attach a NFS export domain.
2. Shutdown a guest.
3. Export the guest.

Actual results:
.meta file shows FORMAT=COW and DISKTYPE=1

Expected results:
.meta file shows FORMAT=RAW and DISKTYPE=2

Virtual disks can be imported in Preallocated format as described in bug 988334.
