Pdfjam defaults to A4 paper regardless of locale. It should get the default paper size from the locale if it isn't set in one of the config files that it reads.
This message is a notice that Fedora 19 is now at end of life. Fedora has stopped maintaining and issuing updates for Fedora 19.
