Update from grub2-efi version -23 to version -24 and try to boot. you will get the shim key management interface. If I tell it to continue booting it will drop me back the the EFI boot menu (select Fedora and continue the cycle forever). Yum downgrade to version -23 and the system boots perfectly. (secureboot on and off seemed to have no impact)
