Description of problem:
The Virtual Machine cannot beReboot/Shut Down when system at Login UI.

Version-Release number of selected component (if applicable):
Virtual Machine Manager 0.10.0 on Fedora 19

How reproducible:
Steps to Reproduce:
1. Install Ubuntu 12.10 and power on it.
2. When system at logon UI
3. Click Virtual Machine->Shut Down->Shut Down/Reboot
4. Wait for the system Shut Down/Reboot


Actual results:
The system cannot be ShutDown/Reboot


Expected results:
The system can be ShutDown/Reboot.

Additional info:
This blocked the ShutDown/Reboot button usage, so raised to high.

shutdown just maps to a ACPI shutdown request in the guest, which is the same as pressing a power button once on a physical machine. if the guest doesn't respond to it, there isn't much we can do, so this is unlikely to be virt-manager or libvirt issue
