I, the reporter, am allowed to edit my bug in full (including assigning,
changing status, etc).  I doubt this is desired by redhat.

This is standard behaviour or Bugzilla. This way the reporter can modify
information if they had entered something incorrectly and also so they can
re-open the bug if it is prematurely resolved by a developer. Right now it is an
all or nothing way of doing it. Until I have the extra time to fine tune it more
it will have to work this way.
