Description of problem:
Portal layout is broken (CSS problems) when jpp-branding-extension.ear is not deployed.

It was agreed that branding extension doesn't need to be undeployable.

Are you starting the server with the extension, and then removing the extension and restarting the server again?

Or is it only supported for removing the extension before the server is started?

I removed the extension before starting the server. This should be good enough as hot deployment of extensions is not supported anyway.
