Bug 997246 - Prohibit blank domains
Needed to use allow_nil instead of allow_blank
Test on latest devenv_3671, the problem is solved. So verified the problem. Thanks!
Cannot create a domain with a blank, and also it doesn't need to change a domain from a blank. It returns expected result.
