I'm giving this issue an impact of low. List administrators already have a access to a set of rather sensitive data, if they cannot be trusted there are other more serious problems that arise.
It should also be noted that this problem likely cannot be fixed. The current patch focuses on blacklisting various dangerous things, but there are always new ways to circumvent these protections.
