For example: config files, cert files, or Ant scripts

Note, this would have to be strictly sandboxed to certain directories. For example, for a JBossAS server, allow deploying files beneath the JBoss home dir or the JBoss config dir, but nowhere else on the platform's filesystem.

This could either be implemented as an operation on a per-plugin basis, or it could be implemented as a generic File service.
