Description of problem:
Fresh install of Fedora 25. Attempting to connect to a remote system with virt-manager may show a notification "Additional packages required - An application is requiring additional packages". The notification blinks very rapidly.

How reproducible: Always (tried three times)


Steps to Reproduce:
1. Fresn Fedora 25 install.
2. dnf install virt-manager.
3. Start a dnf update in a background window (I'm not positive this step is required).
4. Start virt-manager
5. Attempt to connect to a remote system

Actual results:

Notification about "Additional package required" blinking rapidly at top of screen. I believe it's attempting to get openssh-askpass and that the process is crashing because another installation is in progress. It looks like Software is crashing.

Expected results:

If software is required but can't be obtained, a message stating so should be shown.

I just verified that step 3 is not required. The problem exists even if no installation is in progress.
