The source URL should look like this: http://downloads.sourceforge.net/rotoscope/rotoscope_%{version}.orig.tar.gz (see https://fedoraproject.org/wiki/Packaging:SourceURL#Sourceforge.net) Is the project still maintained upstream? The latest release is 3 years old and marked as pre-alpha (so there might be a couple of issues to be fixed).
I'll contact upstream to see the project's status.

I contacted the developer, and he replies that the project is currently dead but he may continue later.
