I saw the same error on today's Rawhide x86_64 update. I used --exclude=\*report\* (together with the usual --skip-broken) to work around it. This is the first file conflict error I've seen in Rawhide updates in a while.
This pretty clearly hits the criterion that James mentioned. +1 alpha blocker
Fixed in rawhide by libreport-2.0.5-2.fc16.
