Description of problem:

Anaconda doesn't set the locale properly (I'm in Canada in this case) then throws crash dialog.

Version-Release number of selected component (if applicable):
Anaconda 20.8-1

How reproducible:
100%

Steps to Reproduce:
1. Use boot.iso or setup PXE to install Fedora TC1
2. X starts, Anaconda tries to load then fails

Actual results:
Anaconda throws exception

Expected results:
Correct locale is set, main installation spoke screen shown
